Senator Claiborne Pell, 1918-2009, became a Senior U.S. Senator from Rhode Island. He served in the Diplomatic Service for eight years after duty in the U.S. Coast Guard during World War II. Senator Pell created a college grant program and wrote the legislation that established the National Endowment for the Arts and the National Endowment for the Humanities.
